The QuakeLab is a team of level designers that has created levels for Quake since September of 1996. They focused on map design and components, the latter often being showcased by text files giving detailed instructions on designing said features. The QuakeLab also tended to include test maps so that the developer could have an example of a functional version of whatever is being designed. Unlike many other places that focused on level design, The QuakeLab did not focus on a specific piece of level design software, instead preferring to remain generalized to be compatible with all editors.
Steve Fukuda was the founder and administrator of the team. This also meant he was responsible for the name, using it even prior to the official founding of "The QuakeLab" as a team. After said founding, Steve Fukuda often did not put his name in the credits for his levels, often instead just attributing them to The QuakeLab. This means that it is likely that many of the levels attributed to The QuakeLab are levels made by Fukuda.
